Minimum Qualifications

Transfers

To be eligible for a 70.1 transfer, you must have one year of permanent service in a qualifying transferable title allocated to salary grade 13 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional and/or Non-Competitive promotion (NCP) qualifications: 

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Stores & Mail Operations Supervisor. 

Provisional and/or NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

  • This position resides on the Mail Center Team in the bureau of Operations Services within the Chief Information Office.
  • Maintain acceptable productivity levels; ensuring all applicable United States Postal Service (USPS) requirements are followed and delivery deadlines are met.
  • Serve as a liaison with the local USPS authorities ensuring optimum operational effectiveness including mail pickup and delivery schedules, coordination of services, and seeking guidance on new or revised postal regulations.
  • Manage postal records for postage machines and meters, postage schedules, and other special equipment.
  • Prepare, distribute, and reconcile invoices.
  • Prepare and update production and inventory reports.
  • Create and update operational procedures.
  • Monitor and ensure predetermined goals/objectives are met and communicate expectations routinely as they can change at any time.
  • Plan, organize, schedule, and execute work activity.
  • Instruct new and temporary employees in the procedures of performing each task.
  • Meet regularly with staff to provide information about employment expectations, policies, and programs.
  • Review timecards and approve/deny leave requests.
  • Ensure overtime is assigned in a manner consistent with union and agency agreements.
  • Maintain appropriate staffing levels.
  • Participate in the recruitment and hiring of new staff.
  • Complete employee performance programs and evaluations.
  • Oversee staff training and development programs.
  • Evaluate the performance of direct reports and their employees.
  • Model appropriate behavior and set a good example for others through statements and actions.
  • Process mail using various mail metering machines (e.g., Optical Character Recognition (OCR) barcode sorter, inserter, envelope printing machine, and folder/pressure sealer equipment.).
  • Perform quality assurance checks on outgoing mail.
  • Package mail trays as instructed by tray-catching report.
  • Print and attach proper tray labels.
  • Review and attach proper postal reports.
  • Diagnose and resolve minor issues with the mail center equipment.

Knowledge, Skills & Abilities

  • Working knowledge of rules, regulations, and rates of the United States Postal Service.
  • Ability to interpret and apply various rules, regulations, rates, and procedures governing incoming and outgoing communications.
  • Demonstrated ability to communicate project updates, issues, statuses etc. to all levels of the organization (e.g. management, staff, customers, business partners, etc.).
  • Working knowledge of the operation, adjustment, and care of postal equipment.
  • Supervisory experience.
  • Ability to lift 50 lbs.
  • Ability to stand for a minimum of two hours.
  • Ability to prepare and maintain standard records and reports.
